I'm just curious to know if there is a popular gaming community that is interested in having a free gaming server set up. The community needs to be popular and pretty well established and can gaurantee people will play on the server. It doesn't have to be Renegade, is anyone on this forum part of one?

Yes, WWW.MP-Gaming.COM
We have been around for a while, and I could gaurantee people to play in the server. We have recently moved over to cnc_reborn and are enjoying an extremely healthy player count for it.
Our forums have also recently gained quite a few more members and there has been an deffinate increase in activity 
We also host an APB server and have a very good player count there too.

Having more servers doesn`t mean anything, having 1 server that is actually popular and full once in a while is something.

About Goztow's and RoShamBo's arguments:
Both have a point.
We all have a right to start a new server.
But it is indeed a fact that the more servers, the lesser the playercount per server will be.
Less players = games dies quicker.

I don't really appreciate people coming in here and start saying "So and so community sux..". I take no interest in those opinions. And all this fight over to many servers for Renegade, this server doesn't have to be a Renegade server. Although I do agree that Renegade is over saturated with servers.
MP-Gaming, if you are interested in something like this...what is your contact information? I'm assuming you have IRC?
