Well it says it needs a minimum of 400W.
I have a 450W PSU. And it was included in a case, so I have reason to believe it isn't what it says it is. Going to buy a 550W soon though.

Is the amount of watts it says is necessary for the card like 400W really needed? Am i losing performance if i run less than the minimum amount of watts?

This is a good card, but the 8800 GT is still the better buy. Regarding performance, this card sits between the 8800 GS (the replacement for the 8600 GTS) and the 8800GT. That's why it's cheap. Overall, it's nVidia's replacement for the dissappointing GeForce 8600 series.
Oh, and unrelated, but ATi's response to this card is a price cut on the Radeon HD3850 and Radeon HD3870 series cards. They're now $169.99 and $189.99 respectively.
P.S. The GeForce 9 series is NOT a new generation of cards. It's the GeForce 8 series shrunk to 65nm with higher clock speeds. Bewrae if you buy a "GeForce 9" thinking the performance will be far superior to a "GeForce 8". Depending on the card, it'll only be marginally better, if at all. The only two cards clearly better (the 9800GX2 and 9800GTX), which won't even be THAT much greater, are going to cost so much it won't be worth it. The 8800 GT is still the buy for the value, and looks to remain that way for some time.

The wattage rating of a PSU (which may be false and/or misleading) has next to nothing to do with a PSU's factor of being good anymore. Quality is number one, and +12V rail rating is number two. Sure, you don't go out and buy a 300 watt PSU expecting it to power a high-end CPU, multiple drives, and a duo of high-end VGA cards, but you'd be surprised how many people a decent quality 400 watt PSU will provide just fine for.

I ran 2x 8800GTS's, Q6600 Quad etc on a 550watt antec SLI certified PSU. The wattage measurement isn't always exactly right, rather you should be looking at the 12v rails as mentioned above.
Although I have upgraded to a 1000w psu because I have done some overclocking.
The 9600GT is entry level for the next 9 series to compete with ATI atm. ATI is currently leading the high end market until the 9800GTX/Ultras come out, which will be awesome.

Indeed, also to make one other rumor out of the world. You can play Renegade +60 fps with a Geforce 2MMX PCI. 50 players servers are no match for today's Core 2, Qaud's armed with 8Mb cache.
If you have a high end system. Because Renegade is hardly any graphics dependant.
For example a Core 2 Qaud 
However if you wish to play other games, then that's a different story.
