is the a program or a thing that lets me edit renegade menus like moving the buttons changing the names of the buttons stuff like that how can i do it?

www.renhelp.net is your friend.
To be more specific, to change the names of stuff, you'll need to edit strings.tdb, which can be done in level edit.
There's a link to download the Renegade Public Tools somewhere on renhelp.net, so, yeah.
Just follow the tutorials.
Also, in before another shitfest.
EDIT: This also goes in mod forums, since it pertains to modifying Renegade.
