- Unlock the taskbar
- Right click the taskbar and select Toolbars
- Create a new folder and use it
- On the taskbar, your selected folder will appear on the right next to the toolbar section. Drag it onto your desktop.
- Drag it to the side of the screen you want it to be attached to untill it attaches itself.
- Now you can add icons into it.
It's completely grey however and is unaffected by your XP skin.

Actually i just dragged and dropped 
And then set it to auto-hide.
I'm surprised no one said OMG ch3at3r! Ch3at 3ng1n3! as i have it listed there.
