like how do i add a new unit just say gdi recon to the game and when i am on game i can go to pt and click vehicles and its in there to buy

and how do i paint tib fields

You can add recons under the purchase settings tab in Level Edit. However, you need to get the purchase terminal icon for the recon bike, unless you want to make one yourself.

On the PT menu for vehicles in LE, just click and add a new vehicle preset, add it's texture, it's team, health, armor, other crap.
