Seems like your cd or your cd-rom drive is broken. A new copy of renegade should only cost 5-10 $ (or borrow a friend's copy?).
You can find me in The KOSs2 (TK2) discord while I'm playing. Feel free to come and say hi! TK2 discord

Try creating an ISO Image with ISObuster
www.isobuster.com
Be patient, this can take even hours to read scratched discs. But it should work. AFAIR the program reads Cluster by Cluster and therefore you still get the Opportunity to burn the Image on a fresh CD -including the Safedisc v2 Copy Protection-.
