Nope. It's 100% legal to use the n word. Freedom of speech.
The only legal trouble you could get in for using the n word, or any offensive term for that matter would be if some physical engagement followed the use, and you were arrested for that. You could be charged on the account of the n word being deemed a "fighting word," which is actually a legal term used for a word that would instigate a physical follow-up to something verbal. Thereby, you would be charged and prosecuted for starting a fight.

In NO cases is freedom of speech stupid. I should be able to say what I want, how I want, when I want, and why I want to say it.
Do I believe that everything someone says is acceptable? Fuck no, but I fully support their ability to say it. If CNN wants to have a story about how George Bush is a "stupid nigg*r", then they should be able to. If FOX News wants to have a story on how Micheal Moore eats shit out peoples' septic tanks, they should be able to. Both news channels would receive some serious backlash from viewers for the horrible and pointless content, but it should be their choice to run said stories.

Not really. Like I said, it's 100% legal to say the n-word anywhere any time. However if you suggested someone said it on a kids' show, they'd most likely have to make an appology, be fired from the network, and have to pay a heavy fine.
