It isn't all that professional, but these days, image, and personality are huge factors in politics. Just ask John Kerry.
It does lighten up what would have been a likely boring speech.
Personally, it's better than Hilary Clinton taking on a 'southern drawl' .

I'm sure it was staged. Guiliani is fighting an image problem because he's been divorced, so making his wife a priority over a speech is a great way to positively help that impression.
