If the APB dev team had wanted everyone to be running servers for the beta release then they would of released one.
They will release a FDS installer when they are ready and have received and fixed all the issues/bugs.

It is possible to run your own server if you have an ounce of intelligence, based on your client files and a renegadeFDS. However it won't be as good or as bug free as the official MP server.
