When i try to join some servers it keeps negotiating port with server till it says operation timed out
What can i do about it ?
Please help me.

This usually happens when a server is behind a router and so are you. Most servers are not behind a router, so you should be ok for these.

If he was using a proxy, he wouldn't be able to join any serevr (or would be able to join all) afaik as proxy's don't work with Renegade.

wrong.
playing renegade (or other games) via some kind of (special) proxy is easily possible. with some basic knowledge and another machine under your control (used as the actual proxy/forwarder) you can use it as a "bouncer" and play without revealing your real IP.
with a bit more work (some client hooking or so) you could even use any (public) socks4/5 proxy to hide your ip.
even if playing via public socks4 would be more pain than fun

Let me rephrase: there's no easy, publically availlable way to use proxies, compared to what you can use them for other things like visiting websites.
And I suppose someone who knows how to do what 0x90 and ghost describe, would know why he gets nego port with server.
