I'm no science expert but I don't believe the hypothetical situation of the Earth suddenly ceasing to spin would actually make us go flying anywhere as a direct result. It's the Earth's gravity keeping us rooted down, not the Earth's spinning motion, and its gravity is due to the Earth's mass and our proximity to it, not its spinning motion.
I could be completely wrong.

That depends, are we talking centrifugal, or fixed spinning?
1: If you were being held by your feet and being spun faster and faster, you'd rip apart and be hollowed-out.
2: If you were standing on the center plate of a merry-go-round, you would eventually skid further and further to one side (remember entropy) until you left the axis and flew off in a random direction.

I didn't think he was saying that the Earth's spin was causing gravity, because it doesn't. He could have been though, I'm not sure. But how I interpreted it was he wanted to know what would happen if just the earth's spinning suddenly came to a halt. Meaning that our velocity relative to the earth's would suddenly become <= 1600km/h. That would send you flying in the direction the earth was spinning.
