Preset Linking Errors [message #243680]

I am working on a mod and for some reason even after I have fixed all the linking errors they will start to come back after a while (no I am not moving presets around or anything like that) then it will start making duplicate copies of presets and complaining about linking errors.
Are there any programs out there that can fix this, also where can I get the newest level editor made by jonwil.
