Yes, but was that with the extra shaders and stuff added in scripts.dll 3.0+ ?

Try disabling shaders in your Renegade Options (Options -> BHS.dll Options), restart Renegade and see if that helps your FPS. If it does it's likely your card simply can't handle the shaders in 3.0 +
