I had a shitty P4 plastic heat sink clip break on a buddies PC once. It did that exact thing. Would start up but after a few seconds the safety would shut it down. Make sure it is tight.

You can buy these fancy little PSU testers for like $10 at a Radio Snack.......
You simply plug the power supply cables into this piece of equipment and it has colored LED's to tell you if the voltages are proper, etc.
My guess is its either your power supply or possibly your RAM sticks have come loose.
