Xspecops: You found yourself on a crappy server. If they want to cheat on it -- they can do that. If they want to allow cheaters, they have the right to do that. (Just not while on the RenGuard network).
As previously stated, I would simply find a reputable server that doesn't have crappy moderators and play there. That way you know you'll be treated fairly.
(btw, the cheat you witnessed is a cheat that allows you to access a purchase terminal from anywhere ... so he simply kept refilling while in the enemy base)
