First finish your website, then ask people if they want hosting. Your banner doesn't even show up.

God, that BC link in your signature is horrible, please just fucking kill yourself. Seriously, dude, BC sucks ass. Die in a fire.
No, but seriously, BC can go fuck themselves.
As for the site, I would suggest to get actual hosting. The last thing you want is one of those free forums. I hate InvisionFree forums.
I don't think the design is actually all that bad. It does need a banner... or, at least, a text header.
A little money does go a long way. I understand that you probably don't have much money or any means to purchase hosting online, but if you're going to try and start a community, doing so with free hosting is not the way to do it. So many communities try and fail going that route. Nobody takes you seriously if you use free hosting.
whoa.

PHPbb is more than just a "nice forum for first-timers to get their feet wet with".
It is extremely modifiable (also for security) and I know of some huge communities running on PHPbb. It's just a victim of its own popularity, just like - let's say - windows and its Iexplorer (and firefox will be soon as well, as it becomes more popular, especially due to the fact it's open source).
As for webhosting: you can get paid webhosting for as much as 1 $ per month. You don't need all that much bandwith and place anyway, do you? It'll include PHP and mysql.
