Snag-it and Camtasia by Techsmith. Just do a google serch on one of these and you'll soon see the programs. You can normally get around 25 FPS on a half decent system. You need properequipment to do full recording at high framerates though but the software should be sufficiant for basic reocrding.
Also if you record at a lower FPS then use some editing software to speed up the vidio play rate then that smooths out the playback a lot allowing you to get a good video.
