Well, right now the Intel Core 2 Duos are faster than any AMD out there. But since you're going for budget, the Athlon 64 series (socket 939) would be the best for you. Their prices got dropped severely, so you're just in luck.

I forgot to mention what it was to be used for, didn't I
Mainly it will be used for office type work, and the obligatory MSN, but she also tends to play sims 2 now and again, so preferably it would need to be fast enough to run that at an acceptable level of graphics.
The idea is the PC will be pretty much barebones, and she can buy any extras such as a dedicated GFX card herself if she wants to.
I have done some looking around, and this is what I have come up with for now, any comments? (Will be coupled with 512mb of RAM in 2 256 sticks)
Asus K8N-VM A64, Sempron Skt 754 PCIE 16 X
AMD Sempron 3100+ (SDA3100BXBOX) 64 Bit Architecture 1.8ghz Skt 754 Boxed
Although the motherboard / cpu are 64bit, I would probably still install XP 32-bit, for compatibility with a wider range of software (and so she does not start shouting at me when something refuses to run ^^)
I will look at the Athlon 64 / AM2 processors though, thanks for the suggestions.

I doubt you are running Sims 2 at that FPS with that resolution. The game has the worst engine ever. Yeah, of course it's perfectly smooth when you don't move the camera, but once you do it lags a whole lot no matter how fast your computer is really.
