It is not possible to increase the actual vehicle limit server side, however there a few ways to get around it. Like using vehicle shells or replacing vehicles with their neutral versions from the SP missions(this usually fucks up their health bars though).

Vehicles that are created from the random vehicle crate do count towards the vehicle limit. Yes, you would need a client side scripts.dll to correctly change the limit.
