Open start menu, click Run
Type in services.msc
Find Security Center and right click, select properties.
Set it to startup: Disabled and stop the service.
And that's the end of the annoying popups. Security Center service's only function is to provide annoying popups about out of date virus definitions, and your system may be at risk crap.
NOTE that this does not disable automatic updates, just the popups that go with them. I am not sure if the 'you need to restart your computer because it has been updated' crap is disabled or not by doing this, but I havn't seen it since I disabled it a while back...
