Yes, there is, but if the person who's following you around always plays in your favorite server anyway, you can't really get rid of him. Here's how you can keep him from finding you from outside of the game:
Step 1 - go to the Options screen:

Step 2 - uncheck this box:

You may also want to do this:

http://img64.imageshack.us/img64/6750/buddyignore9tj.th.jpg

Add him to that list there, and he won't be able to page you anymore.
