Some people give really convincing stories for how they got banned - much better than the "my brother did it" etc that we hear everyday. But as convincing as a story can be, it's still just a story, and cannot be confirmed.
So in order to keep the unjust thing from happening of someone being banned for something that truly wasn't their fault, we offer that last resort method of getting unbanned. The monetary fee is enough to keep people from cheating on purpose because they think they can get unbanned easily.
Note that RG bans are only for people who attack or bypass the RG network itself. Nobody is banned for using "cheats" that do not involve bypassing RG (bigheads, bones.ini, final renegade, etc).
As far as I know, nobody has actually been unjustly banned and paid the $30 to get reinstated, so that should put your mind at ease if you think there are people exploiting and then repeatedly paying their way back in.

I sincerely doubt anyone's stupid enough to pay $30.00 to get unbanned from the RenGuard services more than once. Unless it's some rich, spoiled punk with nothing better to do than screw with people, of course. But what's the likelihood Blackhand Studios is gonna be fortunate enough for some cocky dude to keep playing, mocking "You can ban me all you want! I'm rich enough to pay off every single 'fine' you give me! Wha'cha think of that, Mr. Pee-Eye-Gee?"
