What these things are called? Specifially, the machines used by the soldiers?
This is a cutscene from TD Nod credits.
Turn up brightness and lower screen resolution if it seems hard to see.

In a bond movie, you can also find almost the same stuff as the ones on top. It was a bond movie where bond was played by an actor called Timothy...
ah, I found him, Timothy Dalton. Now I don't know wich movie it is, but the story is about people having drugs market trough sea using the kind of stuff you showed. (to help finding the exact movie: Bond has friend called Felix, in this movie: Felix's wife is raped and killed. Felix lose a legs, the bad guys throw felix in a shark's pool.
EDIT: after searching more, it's this movie: License to kill, now I am looking for a pic of the stuff...

License to Kill? Hmm, it looks like there are plenty of movie references in TD then:
Akira (Ion Cannon and Nod Attack Cycle), Macross Plus (GDI fighter ASP-71), Jurassic Park (an entire campaign with dinosaurs and JP side), Full Metal Jacket (Private Pyle, internal name of GDI Barracks in game code) and License to Kill (?).
