My clan has about 20-25 wins and 4-5 losses. But we only have 9997 points. There is only about one clan we usually play against. My other clan has 1 win and is ranked 19. Whats up with that? How does the ladder work?

OK, here goes.
The WOL clan ladder is completely USELESS. The clan at #1 will simply be the clan that has played the most. It is undependent on game size, and it is unmoderated, so a clan could just get a high rank by cheating or by kicking their opponents.
But there's a little site called Clanwars.cc. (It was completely dead with no competition, no admins, and a non-functional ladder... until I revived it a few months back - well, except for the ladder which came up without my interference) Some of the community here might berate me for mentioning this, since Clanwars and the Ren Community have had a lot of shit between them in the past... which is totally irrelevant now, and I should know because it was before I even got the fucking game... although I still get whinged at for being a member of both communities.
At Clanwars.cc there are Renegade Admins who can manually update or fix games. For example, if you played a clanner against a clan who kicked you when you were winning, you can post a quick screenshot of it on the clanwars.cc forum, and the admin will switch the game around so you get the points.
There are also official clanwar rules laid down regarding stuff like ob walking, and of course outright cheating. There are procedures and penalties for determining whether someone's cheating, for example clans can lose -1000 points for cheating, or repeat offenders can simply be banned.
