Erm...Faggot doesn't have to be used that way all the time. Neither does wanker.
Half the time when you call someone a faggot, it doesn't mean you're calling them gay. If you call someone a wanker it's not as if you know that they excessively masturbate. Whoever called ACK a wanker doesn't know that he excessively masturbates.
It has the same negative connotations and the same effect.
