IF that would be reality, why would you see in-game and the menu at the same time? The one should have the game and the other the radar and in-game info like ammo etc.

.bmp is evil!
The bottom screen would be good for showing images of the weapons/items you got so you can poke the one you want to switch to, and the HUD stuff like the radar and current weapon.
Just a little optomization with the effects and texture sizes and Renegade could be played on the PSP... The current Renegade models are already low detailed enough for it.
