I never got what's so important with needing a description. It's not the topic, so what relevance does it have?

It displays when you use the /cs info #channel command, so if anyone would like to know what the purpose of a channel is, they just check that. Though noone ever cares enough to put a real description in there... Also the /cs info #channel command is rarely used.

And this probably goes for most IRC networks, because I haven't seen one with proper descriptions for every channel yet.
