The detection is still far too low. I'm on a 350kbps connection, and it thinks it is 67kbps up and down. Strangely enough, it thought that when it was on 56k..

What was the problem? and what exactly is the fix?

It say's afte CP1 install: 'No Bandtest.dll found, please check the filename'
The bandtest.dll is shrinked to 3.5kb (insted of ~100kb) and i jsut put this orginal file into the directory to replace the corupt .dll and it worked again.
