I am posting this on behalf of a friend. He wants to know if there is a way to run his site off of his computer, but be able to get remote access to it. Any candidates?

Remote Desktop Connection comes default on Windows 2000/3 and XP. I use it to connect to my Dedicated Server which is Windows 2003. Very handy tool, and very very use to use. You just enter the IP and hit connect. Then it'll ask you to login.
