He's emphasising about all-out.co.uk - it's most likely drkagnt who moderates the all-out game server. Yes people have been using the chats to advertise for quite some time now, but "don't say anything abusive" is hypocritical and should only be used to enforce rules on an actual server. I don't think there ever was an official bot that moderated the chat and it certainly isn't up to a gamer to make it moderated. the renbot that logs everything has probably seen more abuse than a whore on saturday night.

Up untill about 18 months ago there was a bot in all command and conquer game chat rooms that prohibited cursing.
