You'll notice a "Member Rated:" just above it...
The number of highlighted stars shows your rating, (like 4 highlighted stars out of 5), the more someone gives you a five, or a one, the higher or lower you score gets...

There is a BIG difference from a n00b to a newb. N00bs are very stupid and annoying and you can't believe there are people like this that exist. Newbs are people that are new to something and want to learn. Like spike00b here wants to know something.
Example of newb: Spike00b
Example of n00b: someone that posts "AHAHAHAHAAAAA! AFTER WEEKS OF HACKING MY SNIPER CHEAT IS COMPLETE!"
