i Had this same problem. Run back down the ramps and into the tunnel where the tiberium gas is, then pick off the stealth guys. Creep up the ramp and you will see petrova shimmer, but she wont look at you and you can blast her to death with whichever gun you please.

if u run back down the ramps to the tunnels and camp you can get the artomor and health because they keep respawning and also if u wait long enough she will come down to the tunnel if u saved enough laser riffle and laser chain gun just use that because if she get hit she feels the effects of the laser and is stund for a moment and wont get a chance to fight u back.
